Project Overview and Role:
Background:
Indonesia’s education system has made remarkable progress over the last two decades. Increased spending and a range of policy reforms have led to gender-balanced, near-universal school enrolment. Achievement against access targets has been good, but the challenges of improving quality and equity remain. A majority of Indonesian children do not acquire the fundamental skills needed to participate in the economy, society or further education, and are falling further behind their peers in the region and globally.
The Government of Australia (GoA), through the Australian Department of Foreign Affairs and Trade (DFAT), is partnering with the Government of Indonesia (GoI) to improve education quality by supporting improved effectiveness and efficiency of Indonesia’s basic education systems.
Phase II of the Innovation for Indonesia’s School Children (INOVASI) program, builds on Phase I of both INOVASI and the Technical Assistance for Education System Strengthening (TASS) program. The integrated program supports national and sub-national partners (e.g. districts, civil society organisations) to pilot school-level approaches to strengthen teaching and learning, and respond to requests for targeted policy support at national level. Phase II is planned to run from July 2020 to December 2023. It will collaborate closely with the GoI at the district, provincial and national level to develop and implement action-oriented research and pilots to answer the broad question: “What works to improve student learning outcomes in Indonesia?” It will focus on three sub-topics of investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all.

The Program is managed by Palladium on behalf of DFAT.
Purpose of the Position:
The Provincial Manager will lead and provide overall coordination, facilitation and management of the operational aspects of INOVASI’s program at the provincial, district, school and community levels. The Provincial Manager will also provide technical leadership to develop and implement a program within the overall technical framework of INOVASI but unique to the local conditions, constraints, needs and opportunities of each province. Technical oversight, management and quality assurance for the technical positions at the provincial level (which may include: Education Pilots and Partnerships (EPP); Monitoring, Evaluation Research and Learning (MERL), Communications, Systems and Policy (S&P) as well as Operations) will be provided by appropriate managers at the national level. This position is based at the provincial level and is primarily responsible for engagement with government and key education stakeholders at the provincial and district levels

Inovasi is looking for Provincial Managers, each to work at our Provincial Offices in NTB based in Mataram, NTT based in Waikabubak; and North Kalimantan, based in Tanjung Selor.

Duties:
Under the direction of Deputy Director - Operations, and in close coordination with the Deputy Director, Learning, and Deputy Director, Systems and Policy (S&P), the Provincial Manager will:
1. Develop provincial and district level work plans and, upon approval, manage and support implementation and monitoring of activity;
2. Liaise and ensure coordination with INOVASI Deputy Director Learning, EPP Manager, MERL Manager and Communications Manager for all provincial activities related to Education Pilots and Partnerships, MERL, and Communications;
3. Liaise and ensure coordination with INOVASI Deputy Director S&P and S&P Senior Advisers for provincial activities related to Systems and Policy;
4. Engage and maintain positive and effective working relationships with key officials and policy makers at the provincial, district, and sub-district levels; practitioners at school and community levels; and with intermediaries such as school foundations, NGOs, and other members of the education community;
5. Understand the key operational challenges of the program at the provincial level and apply this understanding to ensure the development and implementation of a context-appropriate strategy in engaging with the province and district stakeholders;
6. Engage and support the governance structure at the provincial and district levels, including local steering and technical committees responsible for governance of the Program, and ensuring implementation of agreements between the provincial and district levels;
7. Influence government processes in planning and budgeting (APBD and other funding sources) to improve learning at the provincial level, including contributing to the drafting of relevant decrees and agreements for Program governance and preparation for governance and planning meetings at the district level;
8. Provide operational management support to the technical and financial personnel assigned to the provincial office (which may include: EPP, MERL, Communications, S&P and Operations);
9. Manage the operations team at the provincial level and ensure operational support is provided to events and activities implemented at the provincial level. Ensure operational procedures at the provincial level are in line with INOVASI Operations Manual and Guidelines;
10. Liaise with the Operations Manager for all operational needs at the provincial level and provide feedback on how to ensure provincial operational support and resources are adequate and effective;
11. Supervise the provincial team, including a team of District Coordinator (DC) and District Officers (DO), and ensure the DO engagement with district education authorities and district stakeholders is in line with INOVASI strategy, priorities and direction;
12. Establish and maintain regular communications and effective working relations with relevant units within INOVASI;
13. Provide regular information, feedback and reports on implementation progress, issues and achievements of program activities and the engagement of provincial and district level stakeholders;
14. Contribute to discussions related to the strategic direction of the program;
15. Ensure all program activities are managed in accordance with applicable contracts and Palladium Group policies and procedures as well as in accordance with GOI policies and regulations;
16. Other duties as may reasonably be required by the Program Director or his/her delegate, consistent with the incumbent’s qualifications and experience.

Qualifications and Experience:
The Provincial Manager will possess the following qualifications and experience:
1.Bachelor Degree (S1) in relevant field, preferably in basic education;
2.At least 7 years of demonstrated successful experiences in managing and implementing decentralized education, or social services-oriented programs in rural and remote/under-served areas in Indonesia;
3.Experience with DFAT-funded programs is preferred;
4.Strong understanding of and experience working with the Government of Indonesia’s policy on decentralization at the sub-national level, including planning and budgeting systems;
5.Demonstrated ability to conduct and manage dialogue among policy makers, practitioners and intermediaries;
6.High level of self-motivation with the capability to response quickly to rapidly changing demands;
7.Highly organized with excellent attention to detail;
8.Strong motivational skills for engaging both team members and program stakeholders;
9.Computer literate, especially MS Word, MS Excel, MS PowerPoint;
10.Excellent written and verbal communication skills in Bahasa Indonesia, fluency in English as a working language;
11.Sound problem solving and decision-making skills;
12.Ability to work independently and as a part of a big team.
